請問 wait on , wait for 之間可以畫等號嗎？

No. 在 “等待” 的含義上有一些不同.    

Wait on 有等待, 指望的含義 (來作決定)

(1) to await (an event) 等待, 指望, 依靠

We're waiting on their decision to close the school

=> We are relying on that decision to close the school

We are waiting on the Super Powers to save us.

=> We are relying on the Super Powers to save us.

We are waiting on his answer.  Once we get that, we will be able to close our issue.

=> We are counting on his answer to close the issue.

I am waiting on the reports (for the items in the xxx); once I receive that and they are good, I can then close this case.

=> I am counting on the reports to close this case.

(2) to perform the duties of an attendant or servant for. 服務

He waits on the customers in a Chinese restaurant.

(3) to supply the wants of a person 伺候

He waits on his wife hand and foot

(4) to call upon or visit (a person, esp. a superior) 等候 (上級人士的來臨)

He waits on President Obama at the guest house of the White House.

Sometimes considered objectionable in standard usage, the idiom wait on meaning “to wait for, to await (a person)” is most common in the Midland and Southern United States .

Wait on = 等待（人), 不是標準的用法，常見用在美國內地和南部。
