俚語 - 鴨子滑水

Like ducks swimming in the water, things look pretty calm on the surface.  However, if you look under the water, these ducks are paddling like crazy.

Pretend to do nothing on the surface, but in private, work diligently to achieve the goal.

For example:

各公司表面上靜觀其變，但是私底下其實是鴨子滑水，動作頻頻, 提供工程師優渥的薪資, 以挖角。

On the surface, every firm seems to be observing the situation, taking no actions.  However, in private, they are like ducks swimming in the water, working diligently offering lucrative packages to lure the engineers over.

As for 一步一腳印, 按部就班，循序漸進, this is what I would translate as:

One step at a time.
