What does a tenfold increase or increase tenfold mean?

Does the suffix “-fold” refer to powers or multiples?

The suffix "-fold" refers to multiples.  Tenfold means ten times as much.  There is no such usage as onefold.

For example: 

The sales is currently $2 billion. We expect it to increase (up to) tenfold in 2011.  In 2011, we expect the sales to be $20 billion.
