換湯不換藥 – Old wine in a new bottle.
For example:
Many big corporations have been trying to re-engineer to become more cost effective to survive in this competitive world. However, management has become very smart at changing the methodology and calling it a save. In reality, the overall cost has not decreased. It just gets labelled differently and buried somewhere else rather than directly included as part of the cost. You still pay the entire cost. This is the same in politics. It is just old wine in a new bottle.
