=> It means: to reach a social agreement  

Nujood's parents, like many others in Yemen , struck a social bargain. More than half of all young Yemeni girls are married off before the age of 18, many times to older men, some with more than one wife.

=> Nujood的父母, 和許多葉門父母一樣, 達成了社會上的協議. 一半以上的葉門少女在18歲以前嫁出去, 通常嫁給老男人, 有一些男人還有一個以上的的妻子 

通常, “strike a social bargain” 具有另一個含義, 比較常用:

撿到了社會的便宜

For example:

He strikes a social bargain to be paid without working.

他撿到了社會的便宜, 不用工作卻有酬勞
