Set a thief to catch a thief.

This is an interesting proverb.  It may have a meaning of 以毒攻毒 “Fight poison with poison”. 

For example:

To fight against computer virus, the government hires some hackers to set a thief to catch a thief.

By the way, I just thought of another proverb. 

以其人之道，還治其人之身 “Fight fire with fire”.

For example:

Sometimes you have to fight fire with fire when combating evils.  This tactic has been used a lot in the world of spies.
