These two phrases do not share the same meaning

Fair exchange is no robbery.

John Smith married Jane Robertson for her body, and Jane married him for his money.  They are a typical case of “fair exchange is no robbery”.

It takes two to tango.

My daughter cried stating that her brother hit her again.  Was her brother always out there to get her?  In reality, he wouldn’t have hit her if she hadn’t provoked him.  It takes two to tango.
